Entities linked to agricultural exports celebrate the awarding of the Waterway concession


The Rosario Stock Exchange, CIARA-CEC, the Chamber of Private Commercial Ports, CAPyM, and the Permanent Transportation Commission of the Plata Basin issued a joint statement following the announcement of the ANPYN resolution.

A process monitored since the call for bids
The entities have been closely following the bidding process since its launch and have repeatedly called for its acceleration. They described the Waterway as a strategic infrastructure for the country’s productive development. They pointed out that its operation directly impacts competitiveness, logistics costs, and Argentina’s international integration.

The statement highlighted that the Javier Milei administration prioritized this bidding process. The entities especially valued the ongoing communication with system users throughout the various stages of the procedure. According to the text, this dialogue strengthened the transparency, predictability, and institutional soundness of the process.

Requests for the new phase
Looking ahead to the implementation of the contract, the entities raised two specific priorities:
The first is to adapt the regulatory framework affecting the activity, particularly the treatment of Value Added Tax.

The second is to move forward with the formation of the Control Council, a technical and participatory body with representation from system users.

According to the statement, this council will be key to supporting the implementation of the contract and providing an operational perspective on the system’s needs.

The entities also expect that this body will contribute to monitoring the committed works, tariff evolution, and the environmental management of the railway.
Willingness to collaborate with the new concession
The five entities expressed their willingness to actively collaborate with the phase that is beginning. The stated objective is for the process to lay the foundations for a new phase of growth and competitiveness for national foreign trade. The statement adds to the reactions registered after the awarding of the Hidrovía to Jan de Nul-Servimagnus, which will now have to carry out the modernization works committed to in the tender specifications.
