The National Ports and Navigation Agency formally authorized the operation of Profertil’s private port in the Gran Rosario industrial corridor, intended for the unloading of bulk solid fertilizers.
The National Ports and Navigation Agency (ANPYN) resolved to authorize, on a special basis, for private use and commercial purposes, the port known as the General San Martín Port Plant, owned by the company Profertil.
The terminal is located on the right bank of the Paraná River, at kilometer 458, in the Puerto General San Martín district, San Lorenzo Department, Santa Fe Province.
The decision was formalized through Resolution 69/2025, published in the Official Gazette, and is part of the new institutional framework defined following the creation of ANPYN as the sole National Port Authority, replacing the former Undersecretariat of Ports and Navigable Waterways.

A private port for bulk fertilizers
As established in the resolution, the port is specifically designated for the unloading of bulk solid fertilizers, a key activity for supplying the Gran Rosario agro-industrial complex and extensive productive areas of the country.
The administrative act details that ownership of the property where the port is located belongs to Profertil S.A., defining the facility as a private port, for private use and commercial purposes, under the terms of Law 24,093 on Port Activities and its regulations.
The authorization covers the property identified as Lot A, registered with the General Registry of Rosario, in accordance with the approved survey plan, and is supported by the plans, technical inspections, and reports contained in the administrative file initiated by the company.
Technical endorsement and no objections from participating agencies
ANPYN noted that, based on the works executed, the land and water access, and the available facilities, the port meets the technical and operational conditions required to provide port services, in accordance with current regulations.
Likewise, the competent agencies in the matter took part, and no objections were raised to the requested authorization.
The Port Engineering and Navigable Waterways Management, the Technical Coordination Management, and the agency’s Permanent Legal Service also participated.
The resolution establishes that the continuity of the authorization is subject to the maintenance of the technical and operational conditions that gave rise to the approval, as required by the port legal framework.
Institutional signal in the heart of the Up River
The authorization of the Profertil port takes place in a context of strong logistical relevance for the Up River Paraná port system, where a significant portion of cargo movements linked to Argentine foreign trade is concentrated.
At the same time, the act constitutes one of the first major resolutions issued by ANPYN, which in 2025 assumed full authority as the National Port Authority, including the authorization of ports, moorings, and works within national jurisdiction.
In this way, the Profertil port in General San Martín is formally incorporated into the Argentine port system, consolidating its strategic role within the industrial and logistics network of the northern Gran Rosario corridor and the Paraná–Paraguay Waterway.
